Position: Infant and Toddler Specialist (ITS)

Full Time: Full Time/Exempt

Pay Scale: 62,700 plus benefits

Foundation First is an innovative, results-oriented agency that serves as a non-partisan steward and capacity builder for increasing quality, access, and affordability within the Ready Region North Central Area (RRNC). Foundation First/RRNC forges public and private partnerships based on the priorities and levels of coordination, accountability, and family engagement for early education programs within every community in the Commonwealth.

Position Summary
The Foundation First ITS will fulfill two of the four RRNC core functions, Strengthening Quality and Building Relationships by integrating Virginia Quality Birth to Five (VQB5) and Child Development Resources (CDR) grant efforts to ensure high-quality educational experiences that provide affordable choices for families across the region.

Core Functions of Foundation First/Ready Region North Central

  • Strengthening Quality. We will ensure all components are in place to coordinate quality measurement and guide improvement in publicly funded classrooms as part of VQB5.
  • Building Relationships. We will engage with regional leaders to facilitate buy-in for shared accountability and benefit.
  • Increasing Access. We will build and strengthen better processes to help parents learn about and access ECCE programs in their community while helping ECCE providers connect with families.
  • Engaging Families. We will establish and strengthen strategies and structures to ensure family engagement.

Primary Responsibilities
To design, coordinate, deliver, and evaluate training and professional development within a designated region to increase the capacity of early care and education programs (childcare centers and family day homes) to deliver high quality services to infants and
toddlers, primarily through on-site coaching.

Key Responsibilities/Duties
Administrative:

  • Works with Network Quality Coordinator to plan work scope and monitor timelines.
  • Uses data to plan and offer Virginia Infant Toddler Specialist Network (VA ITSN) services.
  • Maintains accurate records by inputting required information into the database following program activities and assists in preparing monthly outcome reports.
  • Participates in staff meetings, including ITS orientation, and all other training as required by position.
  • Consults with Network Quality Coordinator on a quarterly basis, at a minimum, to discuss caseload progress and program issues.
  • Completes training for Language Environment Analysis (LENA®), Classroom Assessment Scoring System (CLASS®), and CLASS Environment TM within the first year of employment.
  • Maintains certification for CLASS.
  • Develops a portfolio of their work in the region.
  • Will complete an annual professional development plan in collaboration with the ECE Coordinator.
  • Works with Network Quality Coordinator to discuss ongoing individual TA needs. Complies with VA ITSN Program Procedures Guide.

Work with stakeholders, IT caregivers/teachers, directors, and families to provide services:

Coaching – Support high quality care and education in infant and toddler classrooms in VQB5 programs through coaching, access, and implementation of curriculum, and through training, prioritizing publicly funded sites participating in VQB5.

  • Provide ongoing coaching using finalized ITSN coaching model and intervention plan throughout the span of the Agreement with a focus on teacher-child interactions and use of approved curriculum.
  • Informally assess program quality and identify strengths and areas for improvement. Support the implementation of high quality, approved curriculum for infant, toddler, or family day home settings through training, technical assistance, or coaching related to the basic principles of curriculum use.
  • Provide training on topics that support effective classroom and learning outcomes, for caregivers, teachers, and directors with a focus on learning experiences and teacher child interactions, use of curriculum and instructional materials in an effective early learning classroom/environment and promote use of Virginia’s Early Learning and Development Standards.
  • Coordinate coaching and recruitment approaches with VDOE, Ready Regions and other Improvement Partners who provide instructional coaching, as appropriate.

Training and Technical Assistance – Provide training and technical assistance on infant and toddler topics to support professional competency and effective program operations, based on regional and state needs, for early care providers and directors
prioritizing publicly funded sites participating in VQB5.

  • Provide ongoing training and technical assistance using the finalized VA ITSN
  • Professional Competency Training Plan for caregivers, teachers, and directors, prioritizing publicly funded sites participating in VQB5, focusing on the following topics:
    • High-quality interactions
    • Curriculum use
    • Inclusion and Early Intervention
    • VDOE Infant/Toddler Endorsement Courses to support providers obtaining the endorsement by 6/30/2025
    • Training on the use of CLASS scores to assess training needs and the use of professional development plans.
  • Conduct director forums as a mechanism for providing ongoing TA and support.
  • Coordinate training and recruitment approaches with Ready Regions and other Improvement Partners who provide training, as appropriate.
  • Conduct training sessions at regional and cross-regional institutes and state conferences for infant and toddler providers.

Other:

  • Perform other job-related duties as requested by the ECE Coordinator.
  • Attend or conduct training in the evening or during weekends, as needed.
  • Return all materials and equipment acquired with grant funds to Foundation First upon termination of employment.

Work Environment
Employees will work in a combination of working remotely, onsite at early childhood facilities, and in the Foundation First office based on the task and the Early Childhood Coordinator’s requests. Currently we have offices in Fredericksburg (RAP), Woodbridge (GPW) and the Town of Warrenton (LFC). ITS’ will work in one of the three Foundation First’s offices for a minimum of 16 hours weekly.

Qualifications & Competencies

  • Bachelor’s degree from an accredited institution in infant and toddler or early childhood education, child development, human services, social work, or child related field required. Master’s degree preferred.
  • A minimum of two years of infant and toddler (IT) experience, with five years of experience preferred, or any combination of training and experience which provides the required skills, knowledge, and abilities.
  • Demonstrated expertise in infant and toddler development, experience with childcare or other early care settings.
  • Must possess a strong knowledge base in child growth and development, including planning and implementing developmentally appropriate early care and education for infants and toddlers.
  • Must possess excellent planning, organizational, and time management skills, the ability to mentor and coach adult learners, the capacity to build collaborative partnerships with stakeholders, and provide services that are culturally competent
    and appropriate to the needs of the target audience.
  • Must possess the capacity to plan and conduct training for adults.
  • Must exercise independent judgment and initiative in working with stakeholders, IT caregivers/teachers, directors, families, and staff to carry out regional activities.
  • Exhibits cultural sensitivity and has experience working with people from diverse backgrounds.
  • Must be able to establish and maintain effective working relationships and communicate orally in person, virtually, by telephone, and in writing with stakeholders, IT caregivers/teachers, directors, families, and those from diverse populations.
  • Must possess knowledge of center-based childcare and family childcare and VQB5.
  • Must possess the skills and ability to use equipment necessary to carry out job responsibilities (e.g. computer and training software, cell/telephone, facsimile machine, projectors, digital cameras and video recorders).
  • Must be able to travel throughout the region, including overnight travel as needed.
  • Proficient in the use of Microsoft Office Suite, videoconferencing, teaching, or webinar tools (e.g., Zoom, Canva), virtual platforms (e.g., SharePoint, OneDrive).
  • Completion of required background checks: child protective services, criminal history, and national sex offenders, as well as a TB risk assessment.

Primary Responsibilities

The Infant and Toddler Behavior Consultation (ITBC) will increase caregiver, teacher, director, and family use of strategies and practices to promote the social emotional development of infants and toddlers and address challenging behaviors. Under the direction of the RRNC Early Childhood Education (ECE) Coordinator, the ITBC will provide in-person or virtual coaching and professional development training services to educate, directors, and parents of children 0 to 36 months of age.

Key Responsibilities/Duties

Administrative:

  • Works with the ITBC supervisor to plan work scope and monitor timelines
  • Uses assessment-based and observational data to plan and offer VA ITSN services,
  • Maintains accurate records by inputting required information into database following program activities and assists in preparing monthly outcome reports
  • Participates in staff meetings, ITBC orientation, and all other trainings as required by position
  • Consults with ECE Coordinator on a regular basis to discuss caseload progress and program issues
  • Completes training and reliability requirements for Ages and Stages Questionnaires, Third Edition (ASQ®-3), Ages and Stages Questionnaires Social- Emotional, Second Edition (ASQ®: SE-2), Modified Checklist for Autism in Toddlers – Revised with Follow-Up (M-CHAT-R/F™), Teaching Pyramid Infant Toddler Observation Scale (TPITOS™), Parenting Interactions with Children: Checklist of Observations Linked to Outcomes (PICCOLO™), Language Environment Analysis (LENA®) and the Classroom Assessment Scoring System® (CLASS®)
  • Maintains certification for CLASS, PICCOLO, and TPITOS
  • Will complete annual professional development plan in collaboration with ECE coordinator
  • Actively recruits and markets programs to participate in coaching and training services
  • Monitors timelines and manages caseload proactively
  • Complies with VA ITSN Program Procedures Guide

Work with stakeholders, Infant and Toddler caregivers/teachers, directors, and families to increase the use of strategies and practices to promote the social emotional development of infants and toddlers in childcare and home settings, using the following modalities:

Coaching – Support high quality care and education in infant and toddler classrooms through coaching, and training, prioritizing publicly funded sites participating in VQB5 (state-wide childcare quality improvement program).

  • Coordinate recruitment approaches with VDOE, Ready Regions and other Improvement Partners who provide instructional coaching or have existing relationships with programs to provide referrals, as appropriate
  • Prioritize recruitment for: a.)  VQB5 participating programs and b.) programs with a specific referral for a child demonstrating need
  • Provide ongoing consultation using the finalized ITSN Behavior Consultation models throughout the span of the agreement
  • Use specific tools such as ASQ-3, ASQ: SE-2, TPITOS, or Center on the Social Emotional Foundations for the Early Learning Pyramid Model (CSEFEL/Pyramid Model) as well as other data indicators (CLASS scores, curriculum use) may be referenced

Training and Technical Assistance – Provide training on implementation of strategies for promoting the social emotional development of infants and toddlers, and training or technical assistance on the screening of infants and toddlers. This is provided on a classroom or family day home level and the program/director level.

  • Provide training on topics using the finalized ITBC Social Emotional Professional Competency Training Plan that prepare caregivers, teachers, and directors to promote the social emotional development of infants and toddlers and topics to support the well-being of infant and toddler caregivers, teachers, and directors to better support the needs of the children in their care.
  • Training provided in a variety of formats.
  • Offer training on the developmental screening of infants and toddlers- in-person, online, or in collaboration with applicable state or regional partners to ensure infant and toddler caregivers, teachers, and directors have access to information on screening tools.
  • Provide technical assistance (short term coaching services) on using screening tools, where needed.
  • Provide information and resources for child/family referrals following screenings, when applicable.

Other:

  • Perform other job-related duties as requested by ECE Coordinator.
  • Attend or conduct trainings in the evening or during weekends, as needed.

  • Bachelor’s degree from an accredited institution in a child-related field or field related to the provision of behavioral consultation is required. Prefer master’s degree.
  • A minimum of three years of direct service which includes at least one year of direct work with infants and toddlers; a minimum of one year of experience working with adults (e.g. training, mentoring, or leading caregivers/teachers); 25-40 hours of previously delivered training experience. Early intervention background preferred.
  • Must possess a strong knowledge base in child growth and development, including social emotional development and developmental delays in children birth to three years old.
  • Must possess excellent planning, organizational, and time management skills, the ability to mentor and coach adult learners, the capacity to build collaborative partnerships with stakeholders and community partners and provide services that are culturally competent and appropriate to the needs of the target audience.
  • Must possess the capacity to plan and conduct training for adults.
  • Must exercise independent judgment and initiative in working with stakeholders, infant and toddler caregivers/teachers, directors, families, and staff to carry out regional activities.
